3.2 National initiatives and opportunities, financing instruments to fund
the integration of new teaching, motivation, guidance and outreach
tools in the Countries of the ‘MET-VET’ Partnership
In the framework of “MET-VET”, the project partner organisations conducted research on the situation
in their national contexts regarding and national initiatives and opportunities, financing instruments
to fund the integration of new teaching, motivation, guidance and outreach tools.
In all the seven Countries of the partner organisations there is an extensive use of the funding
opportunities provided by the European Union, such as the ESF+ and Erasmus+.
In addition the European-level measures, in each Country initiatives and opportunities are put in place,
as emerges from the national-level researches, whose results follows.
In Poland, to enhance the integration of new teaching, motivation, guidance and outreach tools in the
educational landscape, there are national initiatives and opportunities to support learners, education
providers and enterprises in fostering a skilled workforce and promoting lifelong learning.
Through Regional Operational Programmes, education providers, including VET schools, can receive
support for modernization and development activities, and the funding is available for the construction
of new facilities (practical training rooms, and procurement of IT equipment and software).
For learners one of the supporting measure is constituted by scholarships. There are specific
scholarships to support financing the costs associated with learning outside their usual place of
residence. This ensures that they have access to resources and opportunities essential for their holistic
development and academic success. The eligibility criteria for social scholarships are stringent and are
designed to target students from economically disadvantaged backgrounds. Scholarships for
outstanding academic performance in vocational schools are available, granted by county
governments and the Prime Minister. These scholarships serve as recognition of students' dedication
and achievements, motivating them to excel in their academic endeavours.
Furthermore, students who are juvenile workers are entitled to a salary amounting to 8% to 10% of
the average monthly salary, depending on the year of training.
The Voluntary Labour Corps (OHP) provides free vocational training to youth aged 15-18 years, offering
vocational counselling and guidance.
Regional authorities in Poland are actively involved in promoting participation in VET through various
programmes tailored to their specific regions. For instance, the Mazovian region offers scholarship
programmes for students enrolled in Initial Vocational Education and Training (IVET), while the
Małopolska region focuses on comprehensive monitoring of the school-to-work transition of VET
students. These regional initiatives complement national efforts and contribute to enhancing the
quality of education and labour market outcomes.
The provision of such regional initiatives empowers learners to make informed choices about their
educational paths, enabling them to select schools that offer the best educational opportunities
aligned with their aspirations and career goals. Moreover, by monitoring the transition of VET students
into the workforce, regions can identify areas for improvement and tailor their educational offerings
to better meet the demands of the labour market.
In the realm of Continuing Vocational Education and Training (CVET), support is primarily coordinated
by employment services and funded through the Labour Fund and the European funds. This support
