an essential role in this transition. These centers provide comprehensive training in digital skills,
ensuring students are prepared for the digital economy. Spanish VET institutions offer a variety of
courses aimed at enhancing digital literacy and competencies. For example the Instituto Nacional de
las Cualificaciones (INCUAL) has developed frameworks for digital skills training, ensuring consistency
and quality across VET programs . At Government level, programs such as España Digital 2025 and the
Plan de Modernización de la Formación Profesional emphasize the integration of ICT in VET, promoting
the use of digital tools and technologies in educational settings . VET centers collaborate with industry
associations like the Spanish Confederation of Employers' Organizations (CEOE) to develop sector-
specific training programs that address the needs of green and digital industries . Furthermore,
initiatives like the Dual Vocational Training program facilitate close cooperation between VET centers
and companies, providing students with practical, hands-on experience in real-world settings. Finally,
Spain offers various lifelong learning opportunities to help individuals update their skills. The Plan de
Formación en Competencias Digitales para el Empleo provides continuous training for workers to stay
competitive in the digital economy .
Greece is actively integrating green and digital transitions into its VET system. Greece’s VET system is
incorporating green skills to support the transition to a sustainable economy. These programs focus
on renewable energy, energy efficiency, and environmental management. The Hellenic Ministry of
Education and Religious Affairs has introduced green skills into VET curricula, emphasizing renewable
energy and sustainability practices. Digitalization is a key aspect of Greece’s strategy to modernize its
economy. VET centers are crucial in providing the necessary digital skills training. The Greek Ministry
of Digital Governance has initiatives to integrate digital skills into VET programs, ensuring that students
are prepared for the digital economy . Programs like e-Skills for Jobs focus on enhancing digital literacy
and ICT competencies among VET students. Greek VET centers collaborate with industry partners to
ensure that their programs meet the current and future needs of the labor market, for example the
Federation of Hellenic ICT Enterprises (SEPE) collaborates with VET institutions to develop curricula
that address the skills needed in the tech industry. VET centers partner with organizations like the
Hellenic Association of Photovoltaic Companies to provide hands-on training in green technologies.
Furthermore, Greece offers lifelong learning programs to help workers update their skills. In Crete, VET
centers are integral to the region's focus on sustainability and digital innovation and the island hosts
digital innovation hubs that collaborate with VET centers to provide training in ICT and digital skills .
The Cyprus Ministry of Education, Culture, Sport, and Youth has integrated sustainability into VET
curricula, with a focus on renewable energy and environmental management. The Cyprus Productivity
Centre offers training programs that emphasize digital skills and ICT competencies and Initiatives like
eSkills for Jobs Cyprus aim to enhance digital literacy and prepare students for the digital economy .
Cypriot VET centers maintain strong collaborations with industry to ensure their training programs are
relevant and up-to-date. For example, VET institutions collaborate with the Cyprus Employers &
Industrialists Federation (OEB) to develop industry-aligned curricula and VET centers work with
organizations such as the Cyprus Institute to provide training in sustainable practices and green
technologies .
